It is likely that the EU will start negotiations with Ukraine and Moldova on joining the Union in December. How, in his opinion, this process is taking place, the Newssky correspondent asked Wojciech Przybylski, who is editor-in-chief of Visegrád Insight and head of the ResPublica foundation in Warsaw.

The decision to open negotiations with Ukraine and Moldova will depend on the decisions of all member states. So far, we see one big obstacle in the government of Budapest, but Bratislava might also be adding some hurdles to the process. When negotiations are open, the commission will oversee getting a full package of all reforms discussed and entry periods accepted so that Ukraine or Moldova get a sense of a to-do list that is confirmed on paper and meets the requirements of the Union.

The difficulty might be setting very clear conditions on some of the more demanding points, like the rule of law. This is currently of sensitivity to the union. The best way forward for Ukraine is to accept requirements and negotiate specifically interim periods for adopting reforms and participating fully in the union. Remembering the Lonc-installed process of succession in Nolan countries.

It should be considered a one-time opportunity to move things forward before the next window appears for Ukraine. It won’t be a quick process, but it will be rewarding for the country itself to undergo such reform and upgrade to meet the requirements for the benefit of Ukrainian citizens and the efficiency of the country.
