Restoration of thermal power plants after massive attacks: rapid pace, limitations and challenges for the Ukrainian energy sector in the fall of 2025
10.11.2025Returning light to millions: how the country reacts to the strikes, are there reserves, and what the Ministry of Energy actually says about the repair times

After Russia's most massive attack on Ukraine's energy system, a period of uncertainty and anxiety ensued: two key thermal power plants of the Centerenergo company were shut down, and the country faced emergency outage schedules in Kyiv, Kharkiv, Kirovohrad, Poltava, Dnipropetrovsk regions and a number of other regions.1Despite the shock and difficulties, energy workers have traditionally begun restoration without waiting for anything - slowly returning light and hope to hundreds of thousands of families.
The extent of the damage and the first steps of the repair crews
Deputy Minister of Energy Roman Andarak says: the work will start as soon as the situation becomes safe, and will be carried out in several stages. The first step is to clear the rubble, assess the extent of the damage, and determine priorities for restoring life support systems.2Specialists assess the extent of damage and the level of destruction, which determines both the repair period and general tactical and technical decisions.
Centrenergo employees have been noted for their professionalism during previous attacks: quick response, skill, and ability to work in crisis conditions. The new stage is more difficult, as the attack on the TPP was the most destructive since the start of the full-scale war.3.
Recovery times: uncertainty, equipment dependency, and reserves
Roman Andarak emphasizes: it is currently impossible to predict the date of restoration. Energy workers have a certain reserve of repair materials, and some of the necessary equipment was obtained thanks to international and partner assistance. However, if specific equipment is required — for example, turbines or unique heat exchangers — the repair may take longer than energy workers and citizens would like.1.
Previous experience shows that recovery times vary from a few days to a few weeks, depending on the severity of the damage, availability of supplies, and survival under fire. The best case scenario is a quick launch immediately after the attack, the worst case scenario is several months to replace critical components.
Operation of backup generation and alternative power supply
Thermal power plants are not the only resource of Ukraine's energy front. The Ministry of Energy and Centerenergo are actively modernizing backup generation: diesel and gas generators, mobile units, battery stations for critical enterprises. A separate program concerns human resources: special retraining courses for engineers, involvement of volunteers, support from local communities in case of critical delays2.
The greatest load is borne by those regions where facilities are shut down more often - Kyiv, Kharkiv, Poltava. Scheduled and emergency hourly shutdown schedules operate daily, changing depending on the results of repairs.
International aid, logistical problems and additional difficulties
The restoration of the TPP is closely linked to the support of the G7+ governments, which provide Ukraine with equipment, technology, and financial assistance to repair the networks and protect substations. However, logistics is another challenge: some parts are difficult to deliver quickly due to road damage, customs problems, and risks to cargo.1.
Energy experts say the main goal is to ensure stability even during shelling. Some companies have already stockpiled equipment for a month in advance.
Emotions, challenges, trends: the psychology of repair as part of collective strength
Recovery after shelling is not only physical work, but also moral. The power engineers are in a dignified mood, not hiding their fatigue, joy from the successful launch, and pride in their skills. “We lost everything we were restoring,” admits Centerenergo. “But we are working again, putting in our maximum efforts — because there is no other choice.”3
On social media, there are words of support, videos with lanterns, jokes, and tears; Ukrainian society once again demonstrates its ability to rally around everyday things, and the repair of the TPP is both a celebration and a test of endurance.
Energy winter: what awaits the country and what are the prospects for the Ukrainian industry
This season will be the most difficult - Ukraine is already being warned about up to 20 hours of blackout during crisis days, but at the same time, new strategies for autonomous energy, backup networks, alternative heating methods and electricity generation are being developed.2.
The key is not only the sustainable restoration of thermal power plants, but also the development of local generation: urban microgrids, solar panels, wind turbines, mobile infrastructure for enterprises. The next year should be a turning point - and decisive for the stability of the country during the enemy's harsh attacks.
