In the Russian Federation, the demand for loans is growing due to a decrease in income

Cases for recovery of overdue debts from natural persons are increasing, this is being recorded by courts and bailiffs. Last year, every third civil case was a case of the creditor against the borrower, said the Chairman of the Supreme Court of the Russian Federation, Vyacheslav Lebedev. The amount of lawsuits by credit organizations and collectors against individuals is 7 million.

But the Central Bank does not see the problem. According to their data, banks issued 4 trillion to the population in 7 years. rubles of new loans, and not a ruble of new arrears was received. And, compared to the beginning of 2016, the volume of arrears decreased from 864 billion rubles to 765 billion, and the share in the portfolio from 7,9% to 4,3%.

Although the statistics of the Federal Service of Bailiffs gives other data. For 4 years in a row, they have been initiating debt recovery proceedings for huge amounts: 1,007 trillion. rubles in 2016, 1,045 trillion. in 2017, 1,015 trillion. in 2018, and 1,08 trillion. in the past year.

The number of debtors who have not paid with banks and collectors, who lost in court and ended up in the work of the FSSP, is growing rapidly, from 1,5 million people in 2014 to 5,6 million in 2019.

FSSP statistics also show that last year, bailiffs conducted 10,5 million enforcement proceedings for credit debts of citizens for 2,66 trillion. rubles That is 3,4 times higher than the amount indicated by the Central Bank at the end of the year.

There are more and more cases of filing in court due to small debts. In 2014, the bailiffs worked with the amount of about 480 thousand. rubles per person, in the past this amount dropped to 253 rubles.

The rate of debt, which the bailiffs consider impossible to recover, has grown. These are cases when: the borrower either has no income from the property; it is impossible to find out where he is; the claimant does not agree to take the property for repayment.

On this basis, 3,1 million productions worth 581 billion rubles were stopped last year, and 2018 million productions worth 2,2 billion rubles in 576. Based on this, banks irretrievably lost almost every fifth ruble issued to individuals during the same period. And the loan portfolio increased by 5,4 trillion. rubles in two years. At the same time, write-offs amounted to 1,16 trillion. rubles, according to FSSP data.
