A center for analyzing Ukraine's experience in the war against Russia opens on Monday, February 17, at NATO's base in the Polish city of Bydgoszcz. The official name of this new organization is the Joint Analysis, Training and Education Center (JATEC). At this center, Ukraine and the North Atlantic Alliance will jointly study, analyze and draw conclusions from the experience of Ukrainian military and civilians in repelling Russian aggression.
The first NATO-Ukraine civil-military initiative
In addition, the center's tasks include deeper integration of Ukraine into NATO, increasing the interoperability of the Ukrainian armed forces and the Alliance, and developing defense capabilities and resilience to crises in Ukraine and NATO countries.
According to the NATO press service, JATEC is the only joint initiative between the Alliance and a non-Alliance country. In addition, it is the first joint military-civilian initiative between NATO and Ukraine. As an Alliance official explained to DW, this approach is important because Russian military aggression affects not only the army, but also the entire Ukrainian society, which is actively participating in repelling aggression and mitigating the consequences of the war. In his opinion, this experience is important to take into account in NATO's preparation for a potential armed conflict.
The findings will be applied on the battlefield
The Alliance plans to use the results of the center’s work — such as the analysis of weapons and warfare tactics — in the ongoing training of the Ukrainian military. These plans were confirmed by the Deputy Minister of Defense of Ukraine, Serhiy Boev: “The center’s employees will contribute to the development of practical solutions that can be applied on the battlefield.” He also expects that the results of JATEC’s work will help improve the defense potential of Ukraine itself and its NATO partners.
This includes, for example, air defense, one of the main challenges for Ukrainians in the war unleashed by Russia. In this area, the center's team will work to improve interoperability between Ukraine and the Alliance, as well as explore innovative approaches to repel various air threats.
JATEC was established by order of the North Atlantic Council on 16 December 2024 as part of the NATO command structure. It reports directly to the Supreme Allied Commander. The new center employs over 70 personnel, a quarter of whom are Ukrainian.
