"All possible scenarios are being considered. In particular, we will monitor the level of participation of (North Korean) forces in the war and what favor for favor North Korea will receive from Russia. We will take all these (factors) into consideration before making concrete decisions," the minister said.

Moscow is likely to compensate the North with military and civilian technology as it rushes to launch a spy satellite and upgrade its intercontinental ballistic missile capabilities, a South Korean official said.

At the same time, South Korea has provided Ukraine with non-lethal aid, including demining equipment, but still refuses to respond to Kyiv's requests for arms.

Earlier, the United States said it expects North Korean troops in Russia's Kursk region to begin fighting against Ukraine in the coming days. Washington claims there are 10 North Korean soldiers in Russia.
