On Wednesday, April 30, the Trump administration reportedly notified Congress of its intention to approve the export of military equipment to Ukraine through direct commercial sales for $50 million or more. The notification was filed under the Arms Export Control Act.
This concerns the sale of military goods, including technical data, and some services.
This is the first such step during Trump's second term.
For the period from 2015 to 2023, the United States, without any loud announcements, approved the export of goods and services worth $1,6 billion to Ukraine.
“All decisions under the direct commercial sales mechanism are ‘quiet’ — they are not announced publicly… The news is that the arms sales are continuing, although until now everything indicated that Trump would completely cut off Ukraine from supplies,” Colby Badwor of the Tochnyi research group told a Kyiv Post correspondent in Washington.
As a reminder, Ukrainian President Volodymyr Zelensky recently announced his readiness to purchase ten Patriot air defense systems from the United States for $15 billion, noting that European partners are ready to help with financing.
Trump then responded by hinting that Volodymyr Zelenskyy "started a war."
Also on April 30, it was officially announced that Ukraine and the United States had signed a "subsoil agreement."
First Deputy Prime Minister Yulia Svyrydenko spoke about the key provisions of the final document, which, according to her, meets Ukraine's interests and European integration course. In particular, it states that Ukraine retains ownership and control over its resources, the fund will be managed on a parity basis, and the agreement does not mention any debts of Ukraine.
