On Wednesday, the State Department and the Ministry of Finance announced the introduction of new sanctions in connection with the war in Ukraine and against those individuals and legal entities who help Russia circumvent the already imposed sanctions.
120 legal entities and individuals in 20 countries are included in the new sanctions lists.
In the statement of the Secretary of State Blinken, it is emphasized that the measures taken by the USA in coordination with Great Britain are aimed at the sanctions evasion network of one of the richest Russian oligarchs, Alisher Usmanov, who is already under US sanctions.
On Wednesday, sanctions were introduced against USM Holding, the main legal entity through which Usmanov controls most of his companies.
Among the companies that are part of the USM holding and have come under sanctions are the Russian mobile operator Megafon, Russia's largest iron ore producer Metalloinvest, including subsidiaries of Metalloinvest in Switzerland and the UAE, the operator of the Udokan copper project in Russia, and the Uzbek cement producer "Ahangarancement".
"The inclusion (in the sanctions list) of Megafon, one of Russia's largest telecommunications operators, marks a shift, since Western sanctions have not yet affected the Russian telecommunications infrastructure," the State Department document notes.
In addition, a number of natural persons - Cypriot citizens, as well as Cypriot companies helping to circumvent already imposed sanctions against Usmanov - have been included in the sanctions lists.
In particular, Usmanov's financial advisor Demetrios Serghides, who managed The Sister Trust, founded by Usmanov and his sister Gulbakhor Burhanovna Ismailova, was sanctioned.
As part of the sanctions against Usmanov's companies, State Duma deputy Andrey Skoch, who had a financial stake in the USM holding, and his father Vladimir Skoch and daughter Varvara Skoch, who has Cypriot citizenship, were included in the sanctions list.
In the statement of the Secretary of State Anthony Blinken, it is noted that two Russian organizations that support Russia's efforts to undermine the sovereignty and territorial integrity of Ukraine through militarization and ideological processing of schoolchildren are included in the sanctions lists: the all-Russian children's and youth military-patriotic movement "Yunarmia" and the state budget educational establishment "Patriotic Center" of the occupying authorities of Crimea.
Sanctions have been imposed on a number of persons associated with the Russian atomic energy corporation Rosatom, as "Russia uses the export of energy resources, including in the nuclear sphere, to exert political and economic pressure on its consumers around the world."
Among the foreign corporations helping Russia in the war with Ukraine are companies from China, Turkey and the UAE.
There are 25 individuals and 29 legal entities in 20 countries on a separate sanction list of the Office of Foreign Assets Control of the Ministry of Finance (OFAC).
