For victory - a daily plebiscite of the Joint Community Network

Ukraine won a large-scale war, which can last (periodically subsiding) for many years: until we develop resources and reliable allies for the final victory [1, p.461-476].
In order to survive as a nation, Ukrainians must use all means, they will have to master a continuous state of social mobilization: similar to the one in which Israelis live. The need for an "everyday plebiscite" as a powerful source of social development was substantiated by Professor Vasyl Kuybida in the article "Nation and Direct Democracy". "... let's start the Movement for direct democracy, for the social and national revival of Ukraine. The nation is an everyday plebiscite!" [2].
The in-depth research of Professor Olga Petroye, in turn, proves "the potential capacity of direct democracy to accelerate the democratic transition of our state by renewing political structures, social relations and values" [3, pp. 15-21]. At the same time, the applications of direct democracy currently remain local: they focus "on specific issues, as opposed to voting for candidates and general programs for a long term of office" [4, p.15-21]
Problem seen in the definition of modern format Movement "for the social and national revival of Ukraine", and v methods to provide dynamics "the potential capacity of direct democracy".
The answers were offered by the interdisciplinary group Joint Project. Volunteers worked in a rare for Ukraine stream of public sociology, which involves the direct participation of sociologists in social processes [5]. As a result joint the work of specialists and public activists over the course of nine years has resulted in an all-Ukrainian feedback network — an active one model a number of virtual mini-maidans: "IT network "Personal Mandate" as a daily plebiscite" [6, pp. 14-16].
Why is the mandate personal?
The network received the name of the legal innovation "Personal Mandate". It provides for the personalization of voters' votes, which will make it possible for the voter to withdraw the submitted vote before the end of the term. The concept provided the most profound answer to the question since ancient Rome: Who will guard the watchmen? The concept of feedback was supported by sociologists on the Maidan, who brought it to a seminar of the Faculty of Sociology of Taras Shevchenko KNU [7]. Among the well-known legal scholars, the innovation was first supported by the constitutionalist professor Victor Musiyaka, who saw the deficiency of the current Constitution in the absence current political responsibility of the political community [8].
However, the implementation of the Personal Mandate in its "ideal" format can only begin in the future: for the appropriate digital voting technology.
For current the Joint Project of 2021 initiated the increase in the responsibility of the political community an intermediate option feedback: A network called "Personal Mandate", which defines the conceptual direction of the model.
Each community has its own Maidan
The totality of citizens on the territory of electoral districts can be considered as a kind of territorial communities, what united "electoral interest". Personification of the voice of the people and servants of the people
The network contains two hundred FB groups (for each of the electoral districts) and 25 FB pages (for each region). Specific citizens personify people in specific territories of districts. Accordingly, they are specified by name and council deputies and heads of communities: see the names on the IT resources of the VRU and local councils.
Unlimited access
The network overcomes the hitherto limited access to management and self-management in Ukraine, and therefore to the free development of the individual. On to everyone from two hundred sites (in district groups) the Network provides real possibility to everyone the voter to meet the person chosen right here: not "hear everyone", but see them by name. Thirty million voters from 2021 got the opportunity personally access your groups without hindrance: it is enough to enter the number of the electoral district in the FB search and in front of it - the key: Personal mandate. Network technologies make it possible to keep in touch not only daily ("daily plebiscite"), but continuously, every minute.
According to the Rules of the Network in district groups, voters must collect and verify information about the deputies elected in the district: programs, promises and declarations, voting, speeches, public actions, statements, expenses, etc. Each deviation from the truth can cost a decrease in the rating, and then a smart deputy will report his own concrete voters in the district group immediately, and not once every four years. If the level of trust in the elected official drops to a critical level, citizens will have well-founded reasons to hold a mini-referendum in their district: can we continue to trust him/her as our representative in the Council? "We you were chosen E we can recall you."
Citizen transformer
Participation in the Network does not require going to the Maidan or writing a statement, obtaining a permit or a certificate. Money is not demanded from anyone, and none of the participants receives it, because even leading activists do not need to work all day: high productivity of information processing is ensured by software tools.
While the Network remains little-known (in the state of a model), there are few activists, there are not enough moderators, it mainly plays the role of a civil transformer: it receives the results of third-party investigations at the entrance, checks them and systematizes them, and at the exit - submits them for use by the voters of the districts.
For example, the Anti-Corruption Center (CPC) offered users the "Rating Sickle" project, which fully corresponds to the concept of the Scenario, therefore the Network. The CHESNO movement and other non-governmental structures also have similar programs. Professional investigators function effectively due to being outside the system: they do not depend on state institutions, parties, or big capital.
At the same time, discovered shortcomings and mistakes are not always eliminated, and violators are rarely punished. Because the work will be truly effective only by mass attention and trust Hulks
Legitimacy
Ordinary citizens do not know how the work of the CPC and other non-governmental organizations is regulated, but everyone knows that the work is paid for with foreign funds. This in itself can cause doubts: after all, each state has its own interests, which cannot match with the interests of any other state or international organization. This raises the question of legitimacy. Every citizen has the right to ask: friends, why are you raking it up? наш dirt? Why do you choose it? this dirt, not another?
The network excludes such doubts, because it functions not only "for the people", but also "in the name of the people and by the forces of the people". Voters have the opportunity to implement personal right, and at the same time fulfill a civic duty: to demand the implementation of programs and promises from elected persons.
With mass support, the Network can gain the highest legitimacy - similar to the one that Maidan once received.
The "Personal Mandate" network as a "neutral zone" of cooperation between politicians and civil society
The "Personal Mandate" network offers a convenient structured tool for transition from public management and administration to politics democratic self-management Servants of the people cannot avoid daily communication with people who represent a legitimate source of power in communities. The network does not require budgetary funding or the creation of additional structures, and representatives of state institutions and local authorities can access specialized of the neutral Network within the framework of the performance of their official duties. If they want to strengthen trust voters, it is enough to periodically give social advertising in the local media to activate "their" autonomous self-governing district groups.
The decentralization of the Network excludes the possibility of usurpation, and transparency and feedback ensure democratic communication of activists of non-governmental and public organizations with the heads of power institutions on the "neutral zone": not "away" and not "at home". Leaders of NGOs, NGOs and local party branches can express themselves here new activists for further involvement in solving their own tasks.
The network as a joint project of the future for Ortega y Gaset
The Maidans ended, but unrealized aspirations and demands remained. Make them happen united forces of the nation members of the Network can. They can easily create in their own communities virtual mini-maidans, which join together joint project according to Ortega-i-Gaset: Only a joint project of the future can effectively unite a modern nation: not brought down from above, but experienced and realized by all active citizens [10, p. 15-139].
Network democracy becomes a transitional stage from representative to direct democracy. The transition state combines positive properties of the previous and future models and at the same time leveling the majority negative consequences
The network as the culmination of the Positive scenario
The network became the final element of the Positive Scenario, which contains its systemic rationale. The first edition of the Scenario: "The concept of network democracy as a positive foresight scenario" [11, p.374-375]. According to the foresight, network democracy should become a transitional stage-state from representative to direct democracy. The transitional state combines the positive properties of the previous and future models and at the same time eliminates most of the negative ones. The magazine edition UKRAINIAN WAY: TO THE FUTURE VICTORY was published in the publication SOCIO-POLITICAL PROCESSES [12, p.319-366]. The scenario as a systemic social technology received a positive review from the Agency for Systems Technology Research, which concludes with the recommendation "Overall, the Positive Scenario project deserves public recognition, and can be recommended as a project of the unifying platform program." [13].
Perspectives
The network as a culmination of the Scenario contains its main functionalities: along with those that characterize the Scenario as "Unifying Platform Program Project". The Network as a Project can attract the attention of scientists and the public due to specific features:
— The network, like the entire Scenario, excludes any "management", because it is modeled on exclusively voluntary agreements of the participants: both individuals and legal entities.
— The network performs conceptual function shell, therefore does not require financial or administrative resources. Resources should be taken care of by industry (local) projects, which are carried out within the framework of the Scenario in accordance with its methodology [14 p.62-66].
— The network as the culmination of the Scenario is equidistant from all researchers, scientific and research structures: state, academic, public and private. None of them to participate no need to refuse from own efforts and yield before competitors. In our case, there is no competitor: the Joint Project group completed the work and provided the result to society as public offer — for unhindered use. Currently, the group is represented by only one person who does not have the right to interfere in the work of the Network: with the exception of the right of copyright supervision.
— The Scenario and Network methodology provides unity focus on joint work, and thus increases the overall effectiveness of local research and projects. Which provides an intellectual and organizational "sense of a single family" in the common national project for Ortega y Gasset.
