Unlike Lithuanian Prime Minister Gintautas Paluckas, who previously stated that Lithuania "will not rush to respond to the proposal," the Baltic country's Foreign Ministry has voiced a clear position: they do not support the idea of resuming passenger train services between Vilnius and Minsk.

Belarus' neighbors — Lithuania, Latvia, Poland, and Ukraine — suspended international passenger rail services with Belarus in March 2020 at the start of the COVID-19 pandemic, but have not since resumed them. The Polish government has justified the restrictions by saying that Belarus could use rail services to exert migratory pressure on Poland.

At the end of April 2025, Belarusian Railways proposed to Lithuania, Latvia, and Poland to resume passenger transportation.

Earlier, during a meeting of the Conference of Railway Directors General of the Organization for Railway Cooperation, the delegation of Belarusian Railways proposed to colleagues from Lithuania, Latvia, and Poland to restore direct passenger services with Belarus, the press service of Belarusian Railways reported.
