Lithuania wants to limit the purchase of real estate near strategic objects for Russians
30.04.2025The conservative group in the Seimas is proposing legislative changes that would require Russian citizens to obtain a special permit to purchase real estate near strategic facilities. This was stated by Lithuanian Seimas member Mindaugas Linge, writes liga.net with reference to LRT.

According to Linge, the purchase permit must be issued by a government-authorized institution, which will be determined by the country's Cabinet of Ministers.
At the same time, the ban itself will only apply to Russian citizens, with no changes regarding Belarusians.
"We propose to supplement Article 3 of the draft law on restrictive measures with paragraph 7, which stipulates that Russian citizens will be prohibited from purchasing real estate. An exception will be made if they receive permission. Near strategic objects, such permission for the purchase of real estate must be issued by a body authorized by the government," Linge noted.
The proposal is based on the example of Finland, where permits for the acquisition of strategic real estate are issued by the Ministry of Defense.
As of now, Lithuania already has a one-year ban in place for Russian citizens who do not have a residence permit to purchase any real estate - housing, premises, land plots, etc.
But under the current procedure, the restrictions apply only to legal entities, while individuals are not subject to them.
As Linge explained, there has recently been an increase in cases of Russian citizens purchasing real estate near important strategic facilities - such as military bases, airfields, training grounds, thermal power plants, and airports.
He noted that the innovation will not apply to Russians who have already purchased real estate. But it will allow the Lithuanian Security Service to better control possible risks associated with potential intelligence or subversive activities.
In the future, Lithuanian conservatives do not rule out that similar restrictions may be extended to Chinese citizens.
