On June 26-28, its future participants began to prepare for discussion the question of limiting prices for the supply of Russian energy resources. This was reported by the Bloomberg agency on Friday, June 17, citing informed sources. Although this issue has not yet been included in the agenda of the summit meeting, diplomats are discussing the possibility of applying such a mechanism to prices not only for oil, but also for gas, two interlocutors of the agency said.
We are talking about the creation of a kind of coalition, the participants of which will determine the maximum prices at which they will buy Russian hydrocarbons.
The introduction of a price ceiling for Russian oil was proposed earlier, in particular, by Italian Prime Minister Mario Draghi at a meeting with US President Joe Biden in May. Draghi proposed to create a cartel of oil importers, which could dictate the purchase price. US Finance Minister Janet Yellen said in June that negotiations on the creation of such a group of countries are "extremely active". "The group of countries that would do this would have to be big enough, it would be necessary to create such a coalition," Yellen explained. As a ceiling, Draghi called 30-40 dollars per barrel, that is, a third lower than at the current price of 120 dollars and higher.
The discussion of restrictions on the price of gas was not previously reported. But recently the Russian monopolist Gazprom began to sharply reduce supplies to European countries, including Germany, Italy, Slovakia, and Austria via the Nord Stream gas pipeline, explaining this by repairs at the compressor station. Pumping from Germany to France also stopped on June 15, the French pipeline operator GRTgaz reported.
On Friday, Draghi called Gazprom's explanation of supply cutbacks as "a lie" due to technical problems. Earlier, the Minister of Economy and Vice-Chancellor of the Federal Republic of Germany, Robert Habeck, accused Russia of trying to cause anxiety in Germany by reducing fuel supplies. "The rationale of the Russian side is frankly far-fetched. It is obvious that the purpose of this strategy is to create a feeling of insecurity and achieve an increase in prices," Khabek said.
